Every third person owns a vehicle in Sri Lanka

Nearly one in every three persons owns a vehicle in Sri Lanka,
according to a recent survey, Transport and Civil Aviation Minister Nimal
Siripala de Silva says. The minister said the country had 6.3 million
vehicles at present for a population of 21 million. The minister was
addressing a seminar in Badulla organised to educate driving instructors of
Moneragala, Badulla, Ampara and Ratnapura Districts on Monday
Vehicle Ownership
According to Wikipedia the motor vehicle ownership rate for Sri Lanka in 2012 was 76 per 1000 persons. If the Minister's figure of 1 in 3 is correct it should be 333 per 1000 persons. So the question arises if the Minister included bicycles and bullock carts also in his calculation !
