Just
imagine that in the 1980s SL Govt. bureaucrats from the Dept. of Agriculture,
the Livestock Development Board and the Dept. of Wild Life were engaged in a
fierce debate about utilization of Horton Plains for growing potatoes, raising
dairy cows or making the place a national park.
In
the 1970s, the Socialist Govt. contemplated opening a plywood factory by
Sinharaja forest to harvest the timber.
Did
these people ever understand what a “National Heritage” was?
